To make global services present in the CMA's database, we're using a the following tip : a disabled "any any grp_glb_svc drop" GLOBAL rule that we install on our CMA" where "grp_glb_svc" contains all global services that we need at the CMA level.

I am not sure what you are trying to accomplish here but from what you described, it is rather simple, IMHO. Just create a global ruleset, for example, called "test" and apply it to the CMA of your choice. Unless you have something else in mind. Contact me offline to let me know what you are trying to accomplish with the global. Please remember that a lot of the global can be done via "dbedit" through scripting.
